Bush is gone, Obama was elected on a platform of “yes we can,” so the time seems ripe for social change. And yet the power of entrenched lobbyists has never seemed more powerful, as can be seen with health care, energy and global warming, and the bank bailout. Many social programs are taking a hit now that recession is affecting state and local funding.
